Governance
FCNL is composed of two distinct organizations: the Friends Committee on National Legislation, a lobbying organization; and the FCNL Education Fund, a charitable organization. Both are nonpartisan, in the public interest, and governed by members of the Religious Society of Friends.
FCNL is governed by a General Committee of approximately 180 Friends, the majority of whom have been appointed by 26 Yearly Meetings and seven national Friends’ organizations. FCNL is a 501(c)4 organization, and gifts are not tax-deductible.
The General Committee meets each November to conduct business at FCNL’s Annual Meeting. The executive and standing committees oversee the program and administration of FCNL between Annual Meetings.

Fifty years after she survived the American nuclear attack on Nagasaki on Aug. 9, 1945, Sachiko Yasui recalled what happened when the bomb went off as she played with four other children in the road near her house:
There was an eerie flash of brightness that looked like an overlapping of suns, and then a violent blast assaulted us. This was followed by a droning sound, and for an instant it felt like my body was floating in the air. I couldn’t see anything at all, and in that brief period of time all five of us found ourselves buried alive.

I found myself trapped under the debris of the houses, and when I tried to breathe dirt came pouring into my nose and mouth with the force of water flowing from a hose. At the same time I heard two of the girls start to scream.

I have no idea how much time passed, but eventually I was pulled out from under the debris. By that time the fires were already moving in on us.

After they dug out the other four, we all fled to the top of the nearby mountain. Because I was crying the whole time, I have no idea where we walked or how we got to our destination. The adults carried the bodies of the other four children, for they had suffocated to death after swallowing so much dirt.

After my two older brothers passed away, I grew feverish and came down with symptoms like loss of hair, bleeding from the mouth and a complete lack of appetite. On top of that, the skin of my arms and legs broke out in some kind of rash. Along with my fever, my wounds started to fester, attracting swarms of flies that laid eggs in them, something that was excruciatingly painful. There was no medicine to put on, and without any gauze, bandages or disinfectant they grew progressively worse.

Testing Issue with Linking - 12/15/2020
On Feb. 29, 2020, the United States and the Taliban signed an agreement paving a path for the withdrawal of U.S. and NATO troops from Afghanistan. A full military withdrawal is necessary and should proceed without delay. To end the war responsibly, however, the exit of troops must be paired with steps to minimize any further harm to the people of Afghanistan.
Issue Brief #1: Support full military withdrawal from Afghanistan
There is no military solution to the problems in Afghanistan. Members of Congress must oppose any legislation that would impede full military withdrawal and should reject the false premises that led us to invade and occupy Afghanistan in the first place.

Instead of giving the Pentagon and weapons contractors an additional $16.4 billion to fund their wish list for weapons and war, the American people deserve to get their own unfunded needs met. This year, FCNL’s People’s Unfunded Priorities List highlights four key areas where these additional funds could be better spent supporting human needs.
Quaker Advocacy to End Gun Violence
Friends believe that through the Spirit there is always a chance for reconciliation, rehabilitation, and personal transformation. Too often, the presence of guns at critical times cuts short potential opportunities for redirection and renewal, resulting in tragic consequences. We support efforts to reduce gun violence by such measures as regulating gun ownership, possession, and use through the implementation of universal background checks, bans on military-style weapons, and public health-oriented research and education.
Invest in Violence Interrupters
For decades, policymakers have debated how to address the epidemic of gun violence affecting communities across the United States. Traditionally, localities have responded to community-level violence by increasing the presence of a militarized police force. This approach has repeatedly failed, with sometimes fatal consequences that compound trauma and increase the likelihood of future violence.
