The Friends Committee on National Legislation (FCNL) is a national, nonpartisan Quaker organization that advocates for peace, justice, and environmental stewardship. We are grateful that Congress passed the FY26 Appropriations Act, a meaningful step toward honoring our commitments to people at home and around the world.  In fiscal year 2027 (FY27), FCNL urges Congress to align federal spending with practices that reduce human suffering and build shared security, rather than prioritizing war-like actions and threats of force. We urge Congress to cut excessive military funding and force-centered federal policing while expanding investments in violence and atrocities prevention, humanitarian response, climate resilience, and treaty obligations to Indian tribes.
