Since taking office, the Trump Administration has approved a series of arms sales to Israel totaling over $12.5 billion. The Block the Bombs Act, H.R. 3565, introduced by Representatives Delia Ramirez (IL-3), Sara Jacobs (CA-51), Pramila Jayapal (IL-3), and Mark Pocan (WI-2) would prohibit U.S. transfers of some of the most destructive and indiscriminately used weapons to Israel, including BLU-109 bunker buster bombs, 2,000-pound bombs, Joint Direct Attack Munitions (JDAMs),120mm tank rounds, and 155mm artillery shells.

Pass Block the Bombs Act (H.R. 3565)

U.S. law prohibits security assistance to foreign militaries that have committed gross violations of human rights. According to credible reports, including from human rights organizations and the United Nations, Israeli forces have engaged in a pattern of unlawful attacks in Gaza. Independent investigations have also found that U.S. weapons have been used in several unlawful attacks that killed dozens of Palestinian civilians, including children.

With the ceasefire and hostage release negotiations stalled and Israel blocking humanitarian aid into Gaza, there is no time to lose. Congress must pass this bill and use all forms of U.S. leverage to bring about a permanent ceasefire in Gaza and across the region.

Why Congress Must Pass H.R. 3565

  • U.S. Weapons Are Fueling Mass Atrocities: Tens of thousands of Palestinians have been killed by U.S.-supplied weapons. Israel continues to blockade Gaza, pushing millions toward famine. Aid efforts like the Gaza Humanitarian Foundation have failed, worsening chaos and violating humanitarian principles—all under the shield of U.S. military support.
  • Leverage for Peace, Not War: While President Trump has signaled interest in a ceasefire, Israel continues deadly airstrikes in Gaza, Lebanon, Syria, Yemen, and Iran, escalating regional conflict. Diplomatic statements are not enough. Congress must leverage its most powerful tool—military aid—to demand de-escalation, a ceasefire, and uphold global stability.
  • U.S. Law Demands Accountability: Under the Foreign Assistance Act and Arms Export Control Act, the U.S. cannot provide weapons to nations that violate human rights or block humanitarian aid. Israel is doing both.
  • Americans Support Ending Weapons Transfers: According to a poll conducted by YouGov last year, 61% of Americans think the U.S. should stop sending weapons to Israel due to the Israeli military’s conduct in Gaza. Supporting this bill aligns Congress with the will of the American people.
