Zoe Tuyishime is a rising senior at Western Carolina University, double majoring in International Studies and Communication in Public Relations, and a minor in Spanish. She served as a delegation leader from North Carolina during the 2025 Spring Lobby Weekend, where she lobbied Congress in opposition to budget cuts to Medicaid and SNAP programs. Zoe was born and raised in Rwanda, through her global experiences, she gained global awareness and skills that allowed her to relate and engage with diverse audiences. 

Zoe is engaged off and on campus, through volunteering with local organizations, and she serves as a board member on the Brinson Honors College board, and a writing fellow for the International Studies department. She has also volunteered her language skills to help new immigrant families in Ohio, through her local church. Professionally, Zoe has worked in media and social policy at the Niskanen Center, and grassroots organization and advocacy with Care International.
