The Friends Committee on National Legislation (FCNL) is seeking a Controller who will be responsible for overseeing financial planning, budgeting and accounting reporting functions. S/he will be a member of the Finance and Administration team, and will report directly to the Associate Executive Secretary for Finance and Administration.
FCNL works for social justice, peace, and stewardship of the environment. Since 1943, the Friends Committee on National Legislation (FCNL) has brought Quaker values to bear on national policy through congressional testimony, Capitol Hill visits, media outreach, grassroots lobbying and long‐term campaigns. We accomplish this work through focused legislative campaigns, educational activities, publications, email and social media and a robust web site, among other tools. FCNL witnesses from a basis of spiritual and ethical purpose and seeks to change government policy and practice for the better. FCNL is growing. In the last decade, tens of thousands of new people have been drawn to join the FCNL network to learn more about federal policy issues, lobby their elected representatives and help to rebuild our democratic system. Today, our nationwide network of some 60,000 includes people from many different faiths and backgrounds. FCNL is governed by a General Committee of about 190 people who are members of the Religious Society of Friends. This committee meets annually.
FCNL offices are located on Capitol Hill, directly across from the Hart Senate Office Building. We currently have a staff of 41. The Controller will be responsible for producing the annual budget, periodic financial statements and other required reporting. The person in this position will work closely with the Associate Executive Secretary for Finance and Administration to enhance the quality, timeliness and effectiveness of all materials that are generated in the Finance Department. Financial information is an important component of organizational planning and implementation and the person in this position plays a critical role in ensuring that information is available and useful.
Key Priorities and Responsibilities
Manage month-end, quarter-end and year end closing of accounting periods. Confirm accuracy of data entered and perform closing functions to ensure the accounting control systems are not compromised
Supervise, including training and mentoring of, Accountant
Prepare and present financial reports in an accurate and timely manner; communicate annual, quarterly and monthly financial statements and other financial information to required constituents
Establish and maintain procedures to allocate and attribute revenue and expense between FCNL and the FCNL Ed Fund; responsibility for 990 functional expense methods and accounting
Manage the annual budgeting and planning process in conjunction with the Associate Executive Secretary for Finance & Administration and Executive Secretary; prepare updates to budgets as required by Finance Committee meeting schedule
Responsible for budget design and analyses to support executive management review
Update, on an annual basis, the Five Year Financial Model in conjunction with the annual budgeting cycle; continue to enhance methods and analysis to support this activity
Prepare project and program budgets for all restricted grants; establish accounting methods to track spending and prepare financial reports compared to budget as required by donors
Coordinate quarterly reporting for investment and annuity accounts; prepare additional reports and analysis as needed
Coordinate and lead the annual audit process, act as liaison with external auditors
Prepare and monitor organizational cash flow projections
Update and implement finance policies and consistent accounting practices; improve the finance department’s overall policy and procedure manual
Analyze all restricted net asset accounts and available reserves; determine and recommend appropriate accounting and usage in FCNL’s annual budget
Prepare other financial analyses and special one-time projects as requested by the Associate Executive Secretary for Finance and Administration
Experience and Attributes
The individual in this position must be able to perform each essential duty efficiently and effectively. The requirements listed below are representative of the experience, knowledge, skills and/or abilities required to perform the essential duties of the position. Expertise and experience. 7-10 years of progressive, relevant experience in an Accounting department at a non-profit organization with experience with month-end closing, budgeting and non-profit financial reporting and fund accounting. Bachelor’s degree in Business, Finance or Accounting or related professional experience; M.B.A. or CPA desired.
Strong analytical and data management skills. Detail oriented and committed to producing high quality, accurate work. Proficient in Excel and skilled at analyzing and reporting data. Knowledge of and experience with Financial Edge accounting database a plus.
Imaginative and systemic thinker. Ability to look at data and see ways it can be used to better inform, evaluate, and improve current work. Development of compelling ways to report this data. An understanding of the organization’s operations beyond this position’s and department is critical, as is identifying the ways different programs, people, and departments fit together to advance the organization’s goals and mission. The ability to clearly articulate these ideas to colleagues is essential.
Strong self-starter, self-finisher, collaborator. Demonstrated ability to meet deadlines as needs of the organization change and the complexity of the information grows.
Familiar with Friends. Experience with or knowledge of Quaker practices, policies and concerns, and/or values and beliefs that are in accord with FCNL’s Statement of Legislative Policy preferred.
