Assistant to the Executive Secretary
The Friends Committee on National Legislation (FCNL) is seeking an Assistant to the Executive Secretary (CEO). This person will report directly to the Executive Secretary and will be responsible for managing the Executive Secretary’s schedule and travel arrangements, managing incoming communications for the Executive Secretary, preparing and editing correspondence and other written materials, preparing ﬁnancial reports, gathering information for the Executive Secretary, and staﬃng the FCNL Executive Committee and Education Fund Board.
FCNL works for social and economic justice, peace, stewardship of the environment, and good government. Since 1943, the Friends Committee on National Legislation (FCNL) has endeavored to bring Quaker values to bear on national policy through Congressional testimony, Capitol Hill visits, educational activities, publications, email and social media, a robust web site and grassroots lobbying. FCNL witnesses from a basis of spiritual and ethical purpose and seeks to change government policy and practice for the better.
In the last decade, tens of thousands of new people have been drawn to join the FCNL network to learn more about federal policy issues, lobby their elected representatives, and help to rebuild our democratic system. Today, our nationwide network of some 60,000 includes people from many different faiths and backgrounds. Headquartered on Capitol Hill in Washington, DC, FCNL is governed by a General Committee of 190 people from across the country and employs a staff of 48.
The Assistant to the Executive Secretary provides administrative support to release the Executive Secretary for FCNL’s work on Capitol Hill and around the country. This position requires signiﬁcant levels of responsibility, autonomy, knowledge, attention to detail and independent judgment, including discretion in handling confidential information. This person will be responsible for acting as a “gatekeeper” for the Executive Secretary; he/she will serve as the primary contact between the Executive Secretary, and FCNL staﬀ and FCNL’s General Committee members. The job is complex and the pace is rapid. Responsibilities will be directed by the Executive Secretary.
Key Priorities and Responsibilities
Monitor incoming communications (phone, email, post) to select and prioritize items for the attention of the Executive Secretary; coordinate communications with donors with the development oﬃce and track interactions with supporters in Raisers’ Edge database handle other communications as directed by the Executive Secretary.
Intermediary to Staﬀ:
Act as a liaison between FCNL staﬀ (particularly the Associate Executive Secretaries) and the Executive Secretary as needed; duties will include obtaining signatures for administrative documents, reviewing and signing contracts, etc. Assume delegation of authority for the Executive Secretary for various items (the person in this position will need to discern which issues he/she can resolve and which issues require the Executive Secretary’s direct input).
Calendar & arrangements:
Keep the Executive Secretary’s calendar of appointments, meetings, travel, and program events; organize all details of travel and schedule for the Executive Secretary’s visits with FCNL supporters around the country; make appointments with congressional, government or non-governmental oﬃces; Assist in prioritizing executive secretary’s involvement with select partner coalitions, ensuring timely signature of sign-on letters, attendance at key meetings, etc.; plan and publicize events and speaking engagements as needed.
Provide support for FCNL Executive Committee and Education Fund Board meetings, and other standing committee meetings as needed, on behalf of/in conjunction with the Executive Secretary. Tasks include overseeing the maintenance of the committee web portal; posting documents such as the agenda and minutes to the portal; assisting other FCNL committee staffers with the web portal; communicating with the recording clerk and copy-editing the minutes following meetings; ensuring that the committee meeting calendar is updated on the web portal, FCNL calendar, and meeting calendar document; assisting with committee travel and reimbursement as needed; and staffing the Nominating Committee (coordinating calls, organizing documents, assisting with identification of committee candidates, staffing Nominating Committee table at Annual Meeting). Some weekend work may be required for staﬃng committee meetings.
Programs of the Executive Office:
At the Executive Secretary’s direction, work with other staff as necessary to coordinate programmatic initiatives of the Executive office. This includes developing, scheduling, overseeing, and evaluating a program of professional development for FCNL’s Young Fellows program; serving as a liaison for the FCNL office and “Friends in Washington” (Quakers who take up short residencies at FCNL to work on short-term projects related to the organization’s work and mission) as well as tracking the dates of their residencies; organizing the logistics for the annual staff retreat; public events; in addition to other projects that arise.
Access Information and Data:
Using information software, online databases and other sources, and occasional attendance at meetings, press conferences, or brieﬁngs, collect information for the Executive Secretary, using Raiser’s Edge, Knowledgis and and ActionKit. Maintain electronic and paper ﬁles on programs, committee oversight, travel, fundraising, and administration as needed to support the Executive Secretary.
Maintaining Clerical Records:
Maintain expense reports, lobby reports, gift reports, time sheets, and project expenses of the Executive Secretary for submission to the FCNL ﬁnance department or to the House and Senate clerks’ oﬃces as appropriate.
Writing and Editing:
Track internal documents for review, including weekly legislative action messages, appeals, reports to major donors, annual reports, etc.; prepare draft of Executive Secretary’s working documents for budget, program, public speaking, and governance; edit documents generated or compiled by the Executive Secretary. Production of the quarterly Executive Secretary’s report to FCNL committees (including: the compilation of information, editing copy and managing the working draft and other such program activity reports. In consultation with the Executive Secretary, write a weekly email to staff that summarizes weekly events, successes, important upcoming dates, and other key updates. Draft fundraising appeals, event invitations, and other mail/email sent to the FCNL network over the Executive Secretary’s name. Write blog posts for the FCNL website.
Experience and Attributes
Ability to manage multiple tasks and adapt to changing agenda.
Professional and courteous presence, on phone and in person; ability to work with a wide variety of people; ease in initiating contacts with other groups; good sense of humor.
Excellent written communication skills.
Acquaintance with Friends' (Quaker) organizations, concerns, and practices is desirable. Understanding of and appreciation for the testimonies of the Religious Society of Friends. An interest in and a commitment to the policy concerns of FCNL.
Ability to use discretion when handling confidential information.
General interest in legislative issues and public policy; comfortable with FCNL statement of legislative policy.
Proﬁciency Microsoft Oﬃce Suite (Word, Excel, PowerPoint, Outlook).
College degree with prior experience in an oﬃce setting. Experience in supporting senior level management a plus but not required.
Salary is commensurate with experience and relative to other similarly sized non-profits in the Washington, DC market. This is a full-time, non-exempt, salaried position.
