However, the 2009 number does include military spending in all departments, including the Department of Defense, the Department of Energy, the Department of Homeland Security, the Department of Transportation, independent agencies, and others. In addition, this total includes foreign military aid and funding the costs of past wars (such as the Department of Veterans Affairs and the large interest on the military debt).
