So it is with conviction that I support this resolution as being in the best interests of our nation. A vote for it is not a vote to rush to war; it is a vote that puts awesome responsibility in the hands of our President and we say to him - use these powers wisely and as a last resort. And it is a vote that says clearly to Saddam Hussein - this is your last chance - disarm or be disarmed.

Clinton was one of 10 Democrats to vote against H.R. 2206 on May 24, a bill to fund the war in Iraq that did not include withdrawal deadlines.
When asked if all troops would be out of Iraq by the end of her first term, Clinton responded, "…it is my goal to have all troops out by the end of my first term…It is very difficult to know what we're going to be inheriting. You know, we do not know, walking into the White House in January 2009, what we're going to find."

...when we talk about combat missions in Iraq , my understanding is that…we would bring out combat troops, but we would pursue a mission against al Qaeda in Iraq if they remained a threat. Now, I don't know how you pursue al Qaeda without engaging them in combat…We're going to have troops remaining there, guarding our embassy. We may have a continuing training mission, and we may have a mission against al Qaeda in Iraq .

Clinton voted in favor of H.R. 4156, the Orderly and Responsible Iraq Redeployment Appropriations Act of 2008, on November 16, 2007, which included funding for the Iraq War with timelines for withdrawal. The same day, she cast a vote against S. 2340, which provided funding for the war without timelines for withdrawal.
To be clear, attempts to establish permanent bases in Iraq would damage U.S. interests in Iraq and the broader region, and I will continue to strongly oppose such efforts.
