Position Description: Executive Secretary

The Executive Secretary works with the governors of the Friends Committee on National Legislation to create and carry forward a compelling vision of a world free of war and the threat of war, a society with equity and justice for all, a community where every person’s potential may be fulfilled, and an earth restored. FCNL engages in a particular style of lobbying deeply grounded in Friends' faith and practice--bringing Quaker values to bear on national policy. To this end, the Executive Secretary uses Capitol Hill visits, grass roots lobbying, educational activities, clear and compelling communications, and testimony to Congress. FCNL witnesses from a basis of spiritual and ethical purpose rather than political expediency. Envisioning FCNL's particular niche in addressing key future legislative issues is an ongoing challenge.
The Executive Secretary serves at the pleasure of the FCNL General Committee and Executive Committee. The Executive Secretary is a member of the FCNL Executive Committee; is secretary of the FCNL Education Fund Board; and is spokesperson for both organizations.
Qualities
The Executive Secretary is a Quaker leader with active membership in the Religious Society of Friends, a person of spiritual depth and strong faith who is experienced in and committed to the Quaker process of decision-making. The Executive Secretary will be called on to engage skillfully in constructive dialogue with those who hold a wide range of opinions, helping to bring them to policy and legislative decisions that move the nation toward our vision. The Executive Secretary must be open and flexible, a skilled writer and speaker, with a capacity for innovation and initiative. The person best fitting this role will be outgoing, persistent, and optimistic, and will be able to take the long view of social change, facing each day with both humor and clarity.
Responsibilities:
- Participates personally in lobbying Congress and the administration; ensures the effective use of staff resources in lobbying campaigns.
- Leads the work of staff, overseeing and integrating all aspects of the administration and programs of the organization. The Executive Secretary is responsible for the motivation and professional development of staff, overall staff performance, fair employment practices, and creating and maintaining a safe and respectful work environment.
- Works closely with the fundraising team; is the fundraising voice of FCNL and FCNL Education Fund; develops direct personal relationships with funders and donors.
- Collaborates with or creates coalitions to further effective advocacy and public awareness.
- Interprets FCNL's legislative campaigns through effective communications in public and private events, using a wide variety of media.
- Is a member of the Executive Committee and Education Fund Board and serves as an advisory member of all other committees.
- Appoints persons to staff positions with appropriate consultation with staff and related committees; supervises staff directly responsible to the Executive Secretary.
Accountability, Service, Benefits, Compensation
The Executive Secretary, a US citizen, is accountable to the FCNL General Committee and to its Executive Committee (board). A performance evaluation is conducted annually by the Personnel subcommittee of the Executive Committee.
The Executive Secretary position is full-time, salaried, exempt staff. Standard work week is 37.5 hours. Some compensatory time may balance evening and weekend work and travel.
The salary is based on the FCNL Executive salary band.
