FCNL is governed by a General Committee of 220 Friends, the majority of whom have been appointed by 26 Yearly Meetings and seven national Friends' organizations.
The General Committee meets each November to conduct business at FCNL's Annual Meeting. This business includes establishing legislative policy and priorities.
The FCNL Policy Statement sets forth FCNL's broad objectives for public policy. The Policy Statement covers a range of issues, organized by the four "we seeks" in FCNL's mission statement. The General Committee revises and updates the Policy Statement on an ongoing basis. It approved the current statement in November 2003.
The Statement of Legislative Priorities identifies a more limited set of issues, drawn from the Policy Statement, on which staff is expected to focus time, energy, and resources. The General Committee sets new priorities every two years, as a new Congress takes office. The current priorities are for the 111th Congress (approved November 15, 2008).
The executive and several other committees oversee the program and administration of FCNL between Annual Meetings.
